Or it could be a multi-let facility housing a number of smaller organizations, such as the Planetary Government's local Unity City administrative bureau for MechWarrior licensing... be prepared for long queues and hours of waiting in the lobby as you simply seek to update your change in residential address details - and marvel even while those elderly ladies behind the counter elevate the forms of 'slowly dragging out simple customer-service processes' to a fine art - remember they get paid by the hour, not by the number of customers served in the hour!
